PRESIDENT'S MESSAGE.

The late Message of our beloved President, to both houses of congress, must afford the highest satisfaction to every citizen of our Republic, who has virtue to appreciate, and candor to acknowledge, the superlative blessings which arise from a government founded on the immutable principles of Reason, and administered with the most impartial Justice.

After congratulating our public agents that the war in Europe had not extended its flames since their last session, nor been marked by the calamities which sometimes stain the footsteps of war: he makes mention of "infringements on the authority of our laws," by officers, from whose governments we are on friendly terms, and while his representation gives us reason to believe that their conduct is not sanctioned by their governments; assures us that a statement of facts will be duly regarded.

Our relations with Spain bid fair to terminate in the most favorable issue, as "the objections which had been urged by that government against the validity of our title to the country of Louisiana, have been withdrawn," and "we have received from the government of France an acknowledgment in due form of the fulfillment of that stipulation."

The most perfect harmony exists between our government and those of other European nations:-

"With the Indian tribes established within our newly acquired country" the most favorable prospects appear: a large tract of territory has been purchased, for which they are to be remunerated with implements of agriculture and other necessaries;- this acquisition is highly important as fronting three hundred miles on the Ohio of a salubrious and fertile country; and while the intercourse is calculated greatly to ameliorate the condition of the Aborigines, will tend effectually to secure us against the horrors of war from that quarter, and indelibly stamp the justice of republican systems in opposition to the sanguinary measures heretofore pursued by the agents of Monarchy towards this persecuted race of men.

The gun-boats which were ordered to be built and employed for the "supporting within our waters the authority of the laws," by "the promptitude with which they may be manned by the seamen of the place in the moment they are wanting," have been proved by experience to answer fully the objects for which they were intended, (notwithstanding the vile and reiterated falsehoods which the menials of Aristocracy have issued from their presses on this, as on every other object of improvement which has received the attention of our government,) and measures are taken for the completion of the whole number contemplated by the act of Congress of 28th February, 1803.

We will give the state of our finances in the language of Mr. Jefferson, by which the falsehoods of that desperate Monarchical faction (whose strenuous efforts are incessantly exerted to sap the foundation of our liberties,) must be exposed to the powerful and impartial tribunal-nine tenths of the American people, whose virtue and energy may now bid defiance to such base ribaldry and vulgar abuse.

"The state of our finances continues to fulfill our expectations. Eleven millions and an half of dollars received in the course of the year ending on the 30th of September last, have enabled us, after meeting all the ordinary expenses of the year, to pay upwards of three millions six hundred thousand dollars of the public debt, exclusive of interest. This payment, with those of the two preceding years, has extinguished upwards of TWELVE MILLIONS of principal, and a greater sum of interest, within that period; and, by a proportionate diminution of interest, renders already sensible the effect of the growing sum yearly applicable to the discharge of the principal.

"It is also ascertained that the revenue accrued during the last year exceeds that of the preceding: and the probable receipts of the ensuing year, may safely be relied on as sufficient, with the sum already in the Treasury, to meet all the current demands of the year, to discharge upwards of three millions and a half of the engagements incurred under the British and French conventions, and to advance in the further redemption of the funded debt as rapidly as has been contemplated."

Let the deluding and self-deluded federal partisans, go on abusing Mr. Jefferson and his administration, and let Mr. Jefferson continue to treat them with silent neglect, and persevere in his unimpeachable upright conduct, and things will soon set themselves to rights; the ills of the body politic will work their own cure.

Virtue can stand alone; the bright rays of truth may for a time be clouded, but they will finally shine out through every intervening obstruction.
