Colombia.--The Pilgrim, arrived here from Maracaibo, which place she left on the 8th inst. brings rumors, that the government of Venezuela had placed under arrest several officers, charged with being concerned in the projected revolution in favor of Bolivar. Since it was known that Bolivar had resigned, the preparations for war had been suspended, and some of the troops had been disbanded. A good deal of disaffection existed throughout Venezuela. At Maracaibo, placards had been posted, denouncing Paez. Whatever foundation there may prove to be for these reports, we look with anxiety for the departure of Bolivar; who, it was said by the last account, had his baggage on board a vessel at Carthagena, and was expected to sail--not, we hope, merely to some near point of observation, but to Europe, where his influence cannot be suspected, hoped for, or dreaded. The excellent spirit breathed in the address of President Mosquera, gives promise of better days to Colombia. He has been constitutionally elected; does not affect to decline the honor, and promises to do his duty.-Ibid.
