SALEM, November 20.

The Dutch Ministers in France, in a letter to the States General, after reciting their proceedings in the late negociations, conclude as follows

The Ministers Plenipotentiary of the Courts of France, England, and Spain, have signed the Definitive Treaties at Versailles, and that of America yesterday at Paris. By the latter the former Preliminaries are only converted into a Definitive treaty ; there yet remain some contentious matters on which the parties have not altogether agreed.
