There never was a time when the Congress of the United States contained an abler body of men or more honorable, high toned gentlemen than when they received $8 a day. Then the officers were honorable too.
Mr. Bayard's report on the political condition of Mississippi is one of the most valuable and instructive papers that have or are likely to be presented to the present Congress. Its length, of course, forbids the reproduction of it entire in a newspaper, or we should be glad to reproduce it. What we can do and will do is to present to our readers from time to time, and as the occasions arise, the points with which it bristles. There is, however, a better and more effective form for it than republication in a newspaper. A pamphlet containing it, issued by the Democratic campaign committee in such a form as to be brought to the notice every uncertain voter, would be an unsurpassed campaign document. It cuts from under the feet of the Republican party the only ground that party pretends any longer to have for its existence as a party.—World.
