LISBON, August 14.

It is the English papers by which the public opinion is governed; as to our government, it publishes nothing, but suffers every lie to be published. The Madrid Gazette contains an account of the treaty of peace, but none of the articles of their pretended treaty have yet been carried into execution.

Yesterday some state prisoners were brought here, who, it is said, had plotted to give up the city of Almeida to the enemy. Among them is a physician and a lawyer. Eight of the principal conspirators are in the castle of Lisbon, and 20 of the inferior ones are in a common prison.
