Bill Will Probably Not Be Introduced Until Next March When the New Congress Convenes; Incomplete Report Is the Reason.
Plans for the district legislation before congress have been changed in the last two weeks considerably, according to information which has gradually become public.
Directors of the Irrigation District now believe that it is useless to try and secure passage of any bill through congress before the new congress convenes next March 4. This decision has been arrived at because of the well-known policy of retiring congresses to "pass the buck" to the incoming administration insofar as huge appropriations and questions of policy are concerned.
In pursuance of this plan, it is probable that the next few months will be spent in securing a complete report which will be available for congress and the framing of the bill to be presented congress after the complete data is at hand.
Walter B. Kibbey, who is to represent the district in Washington, will not leave for Washington before congress convenes. Later in the winter it is expected that members of the board will make the trip and the bill as it is to be presented to congress will be framed.
Congressman-elect Phil D. Swing will take office March 4 and will immediately plunge into the tremendous task ahead of him.
