The Constitution of the United States says— "No preference shall be given, by any regulation of commerce or revenue, to the ports of one state over those of another."
The President of the United States says, "that the ports of certain states shall be blocked up, and the intercourse between them and others cut off, because he perceives no necessity for the transportation of flour and similar articles from one port of the Chesapeake and its waters to another port on the waters of the same bay : or from any port whatever to ports in the Chesapeake, Delaware, or Hudson, or to other places which export such articles."
