New-Orleans, March 21.
We announce with satisfaction the arrival in this city of Col. Charles S. Topp, who is thus far on his return to his residence in Kentucky.--This gentleman was announced in the public prints some time since, as having gone to the provinces of Venezuela and New Granada, at the instance of our Government; and no doubt returns with every useful information such a mission could furnish.
Every development of the actual condition of the provinces is alike important to them, as to ourselves.--It will furnish the means of forming correct opinions, and pursuing that course by our government, which will best comport with its own character and the interest of the country.
