We learn, that general Armstrong has written to the secretary of state, that Buonaparte has offered to restore Ferdinand to the Spanish throne, provided he will accept it as a grant from himself, and consent that the country between the Pyrenees and the Ebro shall remain to France. Both these conditions, we presume, will be rejected: the first as dishonourable, and the second not only on account of its curtailing the kingdom of several brave and industrious provinces, but because it will leave the country without a safe frontier on the side of France.
