Criticism Directed At Chief Of Army Air Corps In Plans For Purchasing Of Aircraft
Assistant War Secretary, However, Commends Officer For Action Taken In Matter

WASHINGTON, May 7.—A subcommittee of house investigators reported unanimously today that Major General Benjamin D. Foulois, chief of the army air corps, acted "in clear violation of existing law" in the proposed purchase of airplanes costing $7,500,000.

Coupled with the criticism of Foulois, was the commendation of Harry Woodring, assistant war secretary.

No recommendation was made in this first formal report of the committee's probe into war department expenditures since 1926, but future recommendations were promised.

The report said Foulois planned to use Public Works grant for purchase without competition of planes from the Northrup Corporation, Boeing Airplane Company and Glenn L. Martin Company.

On Woodring's insistence, the report added a plan for direct purchase to be dropped and competitive bids asked.
