It appears by a letter from the Hague, in Rivington's paper, that the Dutch have declared to the Empress of Russia, who offered her mediation between Holland and England, that they could listen to no offers towards a pacification that were not founded on the basis of the armed neutrality; and that before they could take any steps previous to a negociation, they must first be assured by her Imperial Majesty of the sincere intentions of the Court of London, towards a peace upon terms compatible with the honor and dignity of the republic.
