In a Baltimore paper of the 3d instant, is the following article: "Captain Beard, of the brig Ann, arrived here yesterday, from Lisbon, which place he left the 24th of February, says it was reported at the Exchange, that War, by France against Great-Britain, was positively declared; that this account was received by the British Packet, which brought English papers containing the same, and arrived there three days before he sailed: that the Packet was fired upon by the French cruisers, which were in great numbers, and it was thought they had captured the British Packet due previous to the above-mentioned one: and that before he sailed the British vessels which had taken in their cargoes, were discharging them in American bottoms."
