DELEGATES SHORT OF FRENCH

English and American Good Roads Men Hold Anti-Auto Congress of Their Own.

Special Cable Despatch to The Sun.

PARIS, Oct. 12.--The language problem unexpectedly dominated the first business session of the first international congress on road making, which opened in Paris to-day under the presidency of M. Barthou, Minister of Public Works. The congress was convoked on account of the deterioration of existing highways by automobile traffic.

After the inauguration of the proceedings the American and British delegates decided that they could not follow or usefully take part in business transacted in the French language and they therefore adjourned to another hall, where they held a separate session.

The two bodies will exchange translations of their proceedings daily.
