MONDAY, DECEMBER 2, 1861.
The SPEAKER called the House to order at half past nine o'clock.
PETITION.
The SPEAKER laid before the House a petition, which had been forwarded to him, from sundry citizens of the first, second, and third congressional districts, praying that some action be taken to have those districts represented in the Provisional Congress.
NEW BILLS.
The following bills were introduced, read the first time and passed:
By Mr. BUTLER: No. 211—To extend the liens on real estate.
By Mr. BROOKS, of Jackson: No. 212—To change the line between the counties of Putnam and Smith.
HOUSE BILLS ON SECOND READING.
No. 4—To prevent speculations in gold and silver.
Mr. CARTHEL asked and obtained leave to finally withdraw the bill.
No. 56—To relieve Commander M. F. Maury.
Mr. WARNER asked and obtained leave to withdraw House bill, No 87, to relieve W. L. Rogers, and offered it as an amendment to the bill, which was adopted.
The bill as thus amended was then passed.
No. 88—To establish election precincts in McNairy county. Passed.
No. 50—To increase the pay of jailors.
Mr. KENNEDY offered an amendment to the bill providing that the County Courts shall pay for the necessary bedding for prisoners, which was adopted.
The bill as thus amended was then passed.
No. 62—To relieve Capt. R. E. Chew and others. Rejected.
No. 63—To repeal the act of the 20th December, 1853, chapter 24. Rejected.
No. 65. To repeal section 521 of the Code. Rejected.
No. 67. To suppress monopolies.
Pending the consideration of the bill it appearing that there was no quorum present, the House took a recess, on motion of Mr. HILL, of Hamilton, until half past two o'clock.
NO QUORUM.
On motion of Mr. SENTER, a call of the House was had, when forty-five members answered to their names.
On motion of Mr. SENTER, the door-keeper was instructed to notify every member in the city to appear in the House to-morrow morning at half past nine o'clock.
And then—On motion of Mr. SENTER, the House adjourned to half past nine o'clock to-morrow morning, for want of a quorum.
