N E W- Y O R K, Nov. 23.

Wednesday last the General-Assembly met here, when his Excellency made a Speech to them; in which he mentions—That the sanguine expectations so lately raised here of seeing the disputes with the province of Massachusetts-Bay; in regard to boundaries, brought to a speedy determination, are hitherto disappointed: And that notwithstanding the well known abilities of the Commissioners employed in that service, it would appear from their report, that a negociation of so much consequence to both provinces, and from which the advantages to be derived were mutual, had not been attended with the wish'd for success: but that as their near approach to an agreement seem'd to point out that the difficulties still subsisting were by no means of such a nature as to preclude all exceptions of being removed; he therefore recommended that such steps might be now taken by them as should be most conducive to so good a purpose.— His Excellency also laid before the Assembly the Act passed in the last session of Parliament relative to the legislature of this province, and tells them; That he cannot harbour the least doubt, but that the prudent conduct of the House would render the provisions contained in it unnecessary: and that their zeal of his Majesty's service, and attachment to his government, would always engage them to entertain a due sense of the blessings which they enjoy under his protection, and the influence of the British constitution.
