A memorial has been presented by our Ambassador at Paris, respecting the great assistance given, or at least winked at, by that Court, in suffering the American cruisers to carry in prizes to Nantes, and other ports in France. We are told, that it is drawn up in spirited terms, with proper vouchers annexed; and that they were given at the same time to understand, that if a stop was not speedily put to it, the British fleet would no longer be idle spectators of these matters.

We are at the same time told, that about a fortnight would serve to show how the above memorial has operated.
