It is further understood that the report will show a condition of affairs fully justifying the action of the council in ordering and prosecuting an investigation. If this is true—if the valuable machinery at the pump-house was being injured from any cause—in what position does the fact leave Mr. Frank Reynolds, the city engineer of Omaha, who came here at the request of the mayor, made a pretense of examining the machinery, and over his signature reported it to be in first class condition?
