The House of Representatives voted upon the ratification of the Fifteenth Article of the Federal Constitution. About a week was consumed in the debate. The Democrats repeated their belief that the black race is not entitled to the same civil rights. The Senate ratified two or three weeks ago, completing Pennsylvania's favorable action. Twelve or fifteen States have ratified it, three or four rejected it. It will probably require a year or two to make the amendment an integral part of the Constitution.
