On Thursday last the House of Representatives of this State voted upon the ratification of the Fifteenth Article of the Federal Constitution, as proposed by Congress. The ratification was carried by over twenty majority, on a strictly party vote. About a week was consumed in the debate, which presented no striking points, as the question is so stale that nothing new can possibly be said. The Democrats, however, availed themselves of the chance to repeat their undying belief that the black race is not entitled to the same civil rights that are accorded to other branches of the human family, but ought to be treated forever as servants to their fellow-beings of superior blood. It will be profitable to recall the present acts of the Democrats when in a year or two more we find them hunting up negro votes and protesting their everlasting attachment to the African race. As the Senate ratified the amendment two or three weeks ago, the favorable action of Pennsylvania is now completed. Twelve or fifteen of the States have ratified it already, and three or four have rejected it. It will probably require a year or two to make the amendment an integral part of the Constitution.—Bucks County Intelligencer.
