Washington, Aug. 22.--Naval authorities announced that news of the submarine attack on the American steamer Owego was the first intimation they had of the incident.

The case of the steamer Owego, which was reportedly fired on by a submarine in the Mediterranean early in August, has been surrounded by so much secrecy that Berlin received its first intimation of the same when the United States sent note that the Owego, reported to have been sunk, had reached port.
