Among the various reasons given for the Definitive Treaty not having reached that Continent yet, the following is now said (in New-York) to be the true one--that Congress had sent an account to their Ambassadors at the Court of Versailles, of the many pressing requisitions of Sir Guy Carleton; to admit the operation of the Preliminary Articles, before his departure from New-York, accompanied with their refusal to do anything in the matter, until the Definitive Treaty had arrived. Doctor Franklin remonstrated with the English Ambassador thereupon, and declared at the same time that he would not put his hand to the Definitive Treaty, until the whole of the British army had entirely evacuated the abovementioned city. The English Ambassador wrote an account of this affair to his Court, who, immediately thought proper to dispatch a fleet of transports for their conveyance hence: and the vessel that brings this intelligence adds that the transports set sail from England before he did: so that their arrival may be hourly expected.
