Extract of a Letter from Rotterdam, Dec. 17. O. S.

We have this Day a Dutch Captain arriv'd from Dunkirk, who went to bring a Ship from thence. He left that Place last Wednesday, and says that the Embarkation went on very fast; that they work'd Night and Day, and took up all the Vessels they could get; and, to the best of his Judgment, there were about 60 Transports there and at Nieuport, most of them small, besides many Fishing Boats. What Number they had at Ostend he knew not. He says they are loaded with all sorts of Ammunition, and a great Number of Tents; and that the Troops that are to be embark'd for this Expedition, are chiefly Scotch and Irish. A good many of them he talk'd with, who were very much dissatisfied, and told him positively, that if they set their Feet on English Ground, they would quit the French Service, and desert from them immediately; and this they said was the Resolution of the greatest Part of them.
