It was decided in the affirmative.

In the House of Representatives, Monday being petition-day, the whole day was consumed in the reception and reference of petitions, with remarks upon them, &c.

In the Senate, yesterday, Mr. Wright read his report on the case of the contested election of Senator from Rhode Island--which was a very long and elaborate argument.

After the reading of the Report, the vote was taken on the question, and Mr. Robbins was retained in his seat, by a vote of 26 to 16.

In the House of Representatives, a debate arose on the motion for printing the Reports of the Majority and Minority of the Bank Committee. The debate was very animated, and was conducted by Mr. Thomas of Md., Mr. Burges, Mr. Mann, Mr. Pinckney, Mr. Everett, Mr. Ellsworth, &c. &c. 30,000 copies of the reports were ordered to be printed, and connected together.

The House then spent some time in the consideration of a motion to reconsider the vote on the Pension Commutation Bill.
