By an extraordinary conveyance we have the following accounts from Holland.
AMSTERDAM, March 21.
Our Envoy in London, Baron Nagel, has requested to be recalled, and Lord Grenville has given our Commissaries an answer to the following purport; "That the King his Master cannot release the Dutch ships detained in the English harbours as long as the French remain in Holland." Our Commissaries, however, are to remain in London, waiting for further orders and instructions. The Province of Holland opposes the recall of Baron de Nagel, but wish for his personal presence in order to give an account of his conduct.
This Province has proposed to send new instructions to our Commissaries in England, in which the restitution of the detained Dutch ships is insisted on; and if a further refusal should be the consequence, to take a friendly leave, and return to Holland. The number detained amounts to 110, exclusive of the men of war, and East Indiamen.
The Municipality of Leyden has sent in complaints concerning the state of their finances, and desires to be reimbursed the cash advanced for the French military.
It is said that a Dutch Legion, under General Daendels, is to be sent to the French army in the Pyrenees.
