WASHINGTON, D. C., Jan. 26.--
Senators Swanson and Martin appealed to President Wilson today for the appointment of Lieutenant-Colonel Littleton W. T. Waller, of Norfolk, as major general, commanding the Marine corps. As they left the White House the senators did not seem to have much hope that Colonel Waller would be promoted.
It is understood that Secretary Daniels is inclined to favor Colonel George Barnette for the place, and that a fight against Colonel Waller is made on the ground of charges in connection with the Samar campaign.
