VIENNA, Oct. 5.

Prince Kaunitz has caused to be made known to the members of the diplomatic corps, that the police having to watch a prodigious number of foreigners, with whom it is impossible for it to be acquainted, it became indispensably necessary that each of these foreigners should be provided with a certificate from the ambassador, envoy, resident, or agent of the court to which he belongs. All those who shall be unprovided with these certificates, if they be not otherwise well known, shall be considered as persons without honest means of subsistence, and of consequence exposed to all the inconveniencies to which suspicious characters are liable.
