WASHINGTON - (ANP) The headaches which the "quota system" may be expected to provide for the nation's peacetime army were sharply pointed up this week when selective service announced the necessity for drafting 25,000 men during the month of September although the army halted Negro volunteer enlistments two weeks ago.
Queries concerning whether or not Negroes would be included in the September calls brought the response from the office of Lt. Col. Campbell C. Johnson, assistant to the director of selective service, that the colonel was out of the city and that no one in the office could answer the query.
A call to the office of Lt. Col. Oliver Polk who is in charge of preparing the calls elicited only the information that the secretaries of the army and navy sent the requests for men and that these requests were based upon the rates of enlistment for the preceding three months. He, too, was unable to state whether or not Negroes would be included in the calls for induction.
