President Cleveland's proclamation revoking the suspension of the discriminating customs levied in the ports of the United States on the products brought to this country under the Spanish flag from Cuba and Porto Rico is well-timed, and will have the approval of our entire shipping interest, and of the people as well. Spain has been acting in bad faith, and the time has come for a decisive and final settlement of this muddle. Since March, 1884, we have kept the letter and spirit of our agreement with Spain, and vessels from Cuba and Porto Rico have had the advantages afforded by the American market. During that time, however, vessels flying the American flag and seeking a market in Cuba have been subjected to the most oppressive duties, in direct violation of the pledges given. Our merchants have again and again protested, but they have heretofore accomplished nothing.

Now the one sided arrangement is ended; and Spain is informed that it requires as many parties to keep an engagement as to make it.
