The following—wired from Washington to the New York Sun under date of the 11th instant—indicates that Joe Blackburn's anxiety to attain the speakership, or the intensity of his hatred for Mr. Carlisle, has about turned his brain:

Congressman Joe Blackburn is campaigning vigorously for the speakership. Yesterday Congressman Ellis, of Louisiana, met Blackburn in the appropriation committee's room. Said Hiscock: "Joe, go for Ellis; pledge him." Said Blackburn: "No; Ellis is against me, and for Carlisle." Said Ellis: "Yes, I am against you." Then Blackburn rebuked Ellis for supporting Carlisle, and reminded him that Carlisle was not supposed to favor the Mississippi river commission. This touched Ellis, and some rather hot words followed. At last Blackburn twitted Ellis on his failure to prevent the appointment of the special Mississippi river commission. He told Ellis that it was a very strange that a Louisiana member should have allowed the resolution appointing that committee to have slipped through when an objection would have killed it. Ellis professed to be astonished that Blackburn should allow his anxiety to be speaker to carry him so far as to make such a taunt as that, and then they separated.
