A Stamp-Act was deservedly odious, when it was the act of a foreign government: but if introduced by a Congress of our own creating, it must be perfectly agreeable; especially as the Committee, who yesterday reported a bill containing something of the kind, have shewn their tender regard for the delicate ears of their fellow citizens, by using 'a proper device.' to avoid the obnoxious word stamp. Besides, we cannot reasonably complain, since they do not propose to apply their proper device to the newspapers as yet, but have confined it to playing cards, until perhaps—next session.
