The Catholic Bill has been printed, as it was proposed by the ministry. The principles it contains become odious in proportion as men separate civil and political right, for moral right is out of the question. And yet when men have acted wrong for a long time, and that kind of conduct has produced an apparent necessity for continuing to go wrong, who is the skillful man who will be able to put them right, without doing more wrong than right. The best way is to avoid the causes of those national perplexities, and to keep the country we love from the danger of being enslaved by them.—ib.
