To the Citizens of Philadelphia County,
AS it is the duty of every good citizen to examine into the character and conduct of every person who may come forward to serve the public, the following facts and observations relating to a candidate for a seat in the House of Representatives of the State of Pennsylvania, may be very serviceable at the present period, as the mind of every friend to his country must be considerably agitated respecting the event of the ensuing election.—J. K-r. who now solicits your suffrages, has filled the honorable office of High Constable of the Northern Liberties; with what degree of satisfaction to the public, I shall not pretend to state, as in that capacity no doubt he is well remembered by many of you. He afterwards obtained the collection of taxes for the East and West Northern Liberties, and in his duty as collector of this tax, we shall take the liberty of reviewing his conduct. In the first place, can that person be considered worthy of the public favor, who, regardless of all moral obligations by taking advantage of the distresses of those who applied to him, retailed out to them the public money at the enormous discount of 20 per cent: they having at the same time orders drawn by the proper officers upon him as collector, but obliged by necessity to comply, some of their families wanting bread at the time. Secondly, is he who can act thus to individuals a fit person to hold the office of Legislator, or can he, who so barefacedly imposed upon them, be supposed capable of doing Justice to the Public ; certainly not.
Fellow citizens: these are facts be no longer the dupes of such designing characters, whose only object is their own private interest, whose only claim to public patronage, is the impudence and assurance with which they have too successfully imposed on that same public.
