We learn from the passengers arrived yesterday from Cuba, that the whole of the south side of St. Domingo, except Aux Cayes is evacuated; and that the white inhabitants throughout that island are in the most deplorable situation. Flour has been as high as sixty dollars per barrel, in some of the evacuated places.
Captain Muir, arrived at Norfolk the 4th inst. from Cape Francois, informs that a plot was discovered there a few days before his departure, which had for its object the seizure and death of the commander in chief (gen. Rochambeau) and the prefect. The second in command, gen. Clausel, and the chief of the staff, Thouvenot, together with upwards of 40 others have been put on board a frigate in the harbour; the two cooks of the commander in chief and prefect have been hanged. Fort Dauphin was stormed and taken on the 8th ult. by the Brigands. A proclamation has been issued ordering the immediate impressment of the Englishmen found at the Cape, which was carried into execution on such as could be found, and their property seized.
