HAGUE, Sept. 20.

The project of the constitution, is now presented to the Batavian people consists of 106 articles: It begins by general principles, which are followed by eight sections;

1st. Territorial division, and right of suffrage:
2d. Government:
3d. The legislature: 4th. Finances: 5th. Administration of the departments:
6th. Administration of the communes:
7th. Judiciary power:
8th. National Tribunal. The territory of the republic will be divided into eight departments, the limits of which will be those of the old provinces. The mode according to which, the right of suffrage is to be exercised, will be determined by law. The government will be entrusted to twelve persons, aged full thirty-five years, who will each have a salary of 10,000 florins; for the first time the executive directory will name seven members, who are to choose other five: there will be a president, who will go out every year: the directory will propose to the legislative body all the laws, which, when approved, will be sent back to it to be published, and carried into execution: it will conclude all treaties with foreign powers, and dispose of the national treasury.

The legislative body is to consist of 35 persons, to be named, for the first time, by the government: they will assemble and sit twice a year, from the 15th of April to the 1st of June, and from the 15th of October to the 15th of December: they can hold extraordinary sittings when circumstances require: a third of them will go out every year: the members will have a salary of 4000 florins: their election will be fixed by the law: all the present taxes will be subjected to revision, &c.
