O-T. A correspondent of the New-York Times says that a part of the Soule correspondence was not sent to Congress by the President, and that this part reveals the fact that Mr. Perry, Secretary of Legation at Madrid, complaining, in a letter to Mr. Marcy, that Mr. Soule willfully neglected to secure an amicable adjustment of the Black Warrior affair, and that he himself could have arranged the matter in precise accordance with the instructions from the Administration, during the absence of Mr. Soule, but he was forbidden by that gentleman to communicate with the Spanish Government in relation to the matter.
