Since they had secured the country and affairs in a favorable situation; had expected on my arrival to have the whole Province a government similar to themselves, by becoming masters of the country to that of the U. States would be established, by a union of the different provinces of Paraguay under one head, and forming a constitution conducive to their general interests and prosperity. But instead of uniting themselves, each state chooses its own laws. The province of Buenos Ayres acts for itself, by having separate. Montevideo is the chief town, situated on the other side of this river and which was some time since conquered from Spain by the troops of this side, and annexed to this government, are now in opposition to it. The chiefs thereof who are principally from this place, complain they are without any means of defending themselves in case the Royalists should attack them. The cannon which belonged to the fortifications of Montevideo, as also the arms, ammunition, &c. being removed to Buenos Ayres, a heavy contribution having been laid on the inhabitants, and that they are not allowed the same advantages as the citizens of this place. Gen. Artigas, their principal chief, who maintains himself at the head of a considerable force, sent deputies, some time since, with certain propositions; but how they will settle the same, it is impossible to state. In consequence of this misunderstanding, there is no communication between this and the other side of the River, which tends considerably to the disadvantage of commerce.
