Germany's Latest
Reparation Offer

Paris, May 2.—The new German propositions for reparations settlement will probably be flatly rejected by Premier Poincare, so persons close to him believe. The rejection will probably be followed by an extension of the occupation of the right bank of the Rhine.

Berlin, May 2 (By the Associated Press).—Germany in the reparations proposal submitted today advances the proposition that security between France and Germany will be attained by an agreement to submit any future conflicts to the arbitration or other reconciliatory processes.

Berlin, May 2.—The Germans' latest reparation offer proposed to fix the total of her obligations under the Versailles treaty at 30,000,000,000 gold marks. The note was made public here today simultaneously with its receipt by the entente and the Washington government. It proposes that 20,000,000,000 marks be raised before July 1st, 1927, by a bond issue at a normal interest rate in an international money market. Five billions to be raised before July 1st, 1929, in the same manner and the remaining sum similarly before July 1st, 1931. The note asserts that Germany will also make payments in kind which will be credited to her account. The note expresses conviction that the new proposals represent the utmost limit of Germany's capacity to pay, and expresses grave doubt whether the offer does not exceed her ability in view of the heavy dislocation and weakening economic organization by the Ruhr occupation. In the event the creditor governments fail to agree with Germany's belief the note suggests that the whole question be left to an international commission.

Washington, May 2.—The American government is watching closely, but in complete silence, the latest attempt to smooth out European reparations tangle.
