The following proclamation has been issued at Petersburg.
"We count Alexander Nikolavitz, do hereby give directions for the immediate release and departure of all Dutch vessels, together with their respective crews, on which an embargo was laid last year; but we also prohibit by this proclamation the entry of any vessel from that country into our ports, and such as do arrive shall be treated the same as French ships. In other respects they shall not be molested."
