November 15.--From the report of the Proceedings in the House of Representatives, it will be seen that the 19 attempts which have been made to elect a Speaker have so far failed: and it is almost as uncertain as on the first ballot, who will be the Speaker. It is obvious to every observer, that the question is not one of personal popularity, nor of Republican or Federalist. We wish it had been either the one or the other; and most sincerely do we hope that the feelings, which have pervaded and influenced this extraordinary Election may not endure beyond its termination. The most striking abstract facts, in regard to the Election, are, that one of the gentlemen voted for has been within one vote, and another within two votes, of being elected.
