An Ordinance Granting a Franchise for a Gas Plant Was Introduced - A Full Attendance.
Great Falls, Jan. 17.-The city council met at the usual place to-night with a full attendance. President Matt Dunn held the chair. Minutes of the meeting were read and approved.
A communication from Lapeyre Bros. was read, asking that the council remove the expressmen's stand at the corner of Central avenue and Third street. Referred to ways and means committee. On motion of Wadsworth a recess was taken to allow F. E. French, the newly-elected alderman from the Third ward, to qualify and to participate in the proceedings.
An ordinance granting a franchise for a gas plant to Andrew E. Jensen was introduced by Alderman Thompson. The franchise was in the regular form with all dates and time limitations left blank. The grantee binds himself to furnish gas of not less than 16 candle power at a price not to exceed $3.50 per thousand feet. He also agrees to furnish the city with street lamps burning not less than five cubic feet of gas per hour at a rate not to exceed $2.50 per month, the lamps to burn all night save on moonlit nights. It was referred to the judiciary committee.
Attorney G. H. Stanton appeared before the council and stated that the grantee was not anxious to push the granting of the franchise but desired the council to look into the matter thoroughly. Mr. Jensen was to leave the same night to arrange details with his principals.
The ways and means committee reported on the numbering of the houses on the west side with the recommendation that owners and residents there be notified to comply with the ordinance on the subject. The report was adopted and notice ordered published for 30 days. The committee asked further time on other matters.
The committee on public improvements reported favorably on the boulevard ing of Third avenue north and also that six blocks of sidewalks be ordered on the west side. This in connection with the numbering of houses is to further free delivery on the west side. The city attorney was instructed to prepare the necessary resolutions to effect the boulevard ing of Third avenue north.
The auditing committee reported favorably on a number of claims which were allowed. It also reported that the city treasurer's figuring of interest on warrants was wholly inaccurate, and on those of the water fund the treasurer had without authority allowed extra interest. The committee recommended that the treasurer be instructed to correct his claims. The report was adopted.
E. J. Canary reported the work on Fourth avenue north nearly completed. William Cockrill and C. H. Benton asked that some provision be made to care for the grass and trees on Fourth avenue north as improved. The city engineer said he estimated the cost at about $3.50 per 50-foot lot.
The matter was referred to Aldermen McDonnell, Wadsworth and Roberts, together with the city attorney and engineer.
After some discussion the council adjourned for one week.
