We are informed that the owners and consignees of those vessels now in this port, having rice on board, and bound to ports in the northern states have made application to the circuit court of this district to compel the collector to show cause why he refuses to clear them out at the custom house, under the terms prescribed by the several embargo acts. Under the last supplementary act, the collectors are authorized to detain any vessel on suspicion of having an unlawful destination, but it is understood that Mr. Gallatin has now directed all vessels to be deemed suspicious, which have provisions on board, and has directed that none be allowed to be exported, even coastwise, but through the intervention of some favorite monopolist, agreeably to the orders of the president. We are informed that it will be tried to morrow.
