A letter from Havre of the 27th March, received in Charleston, states that many of the planters of St. Domingo have already been paid the first fifth part of their indemnities for losses sustained by the revolution. As to the others, there is some uncertainty. The writer did not see anything arising to pay Mr. Lafitte, banker of Paris, who has put himself in advance to pay the interest of the loan of 25 millions, and also one million of francs for disbursement of the 1/5 part of the loan. That Mr. Lafitte mentioned above, we observe by the late French papers, has been named a deputy by the arrondissement of Bayonne, upon receiving the news of which, an illumination took place in the commercial parts of Paris.
