LONDON, JULY 31.
TREATY OF COMMERCE.
The Moniteur complains of the reports which have prevailed respecting a Treaty of Commerce with England. These reports, it seems have excited an alarm among the French Manufactures, which is the object of the semi official notice to dispel, by declaring, that the restoration of the manufactures is the object of the constant solicitude of the Government. The paragraph, however, does not state that no Commercial Treaty will be entered into with this country. The report, therefore, of some arrangements, for regulating the trade between the two countries being now in contemplation, remains till uncontradicted.
The Moniteur contains some arretes on commercial affairs. By these, the town of Antwerp is included among the number of Ports into which leaf tobacco may be imported; the duties on fresh, dried, salted or smoked fish, imported into France from foreign countries, are to be collected conformable to the tariff of the 15th of March, 1791; the commercial intercourse between the island of Noirmoutier, and foreign countries is reestablished on the footing in which it existed previous to the law of the 4th Germinal, year 2.
