CONGRESSIONAL DOINGS.

A Bill Introduced by Mills, of Texas, FOR THE COINAGE OF SILVER.

Democrats and Republicans Are Caucusing.

THE SENATE.

WASHINGTON, Dec. 5.—There was a good attendance when the senate met at noon today. The first bill introduced was one by Mills, Democrat, of Texas, for the coinage of the silver in the treasury. A bill was introduced by Chandler, Republican, of New Hampshire, for the coinage of silver at a ratio of 16 to 1, the bill to become operative when England, Germany and France pass similar laws. It was listened to with great attention.

Gallinger, Rep., of New Hampshire, introduced a resolution declaring it the sense of the senate that it was unwise and inexpedient to retain the greenbacks. Mitchell, Rep., of Oregon, introduced a resolution which was agreed to, calling on the secretary of the treasury to inform the senate why the construction of a public building at Portland, Or., was not proceeded with.

Call, Dem., of Florida, addressed the senate in the advocacy of his resolution for the recognition of the belligerency of the Cuban insurgents and for the strict neutrality of the United States in the war.

REPUBLICAN CAUCUS.

WASHINGTON, Dec. 5.—The Republican senators met in caucus immediately after adjournment of the senate today.

Senator Sherman, chairman, announced the selection of the following senators as committee to arrange the committees of senators: Mitchell, of Oregon, Teller, Cullom, Quay, Platt, Chandler, Pettigrew, Gear and Pritchard. The committee was confirmed by the caucus.

The committee is about equally divided as to silver, four being for free coinage, while Chandler is very friendly to silver.
