New-York, Oct. 9.

For some days past, the city has been thrown into a state of commotion by what has been generally supposed an usurpation of the military commander of this District, who it seems had commenced the erection of certain buildings on the north end of the Battery, offensive to the citizens of this metropolis. A remonstrance from the constituted authority of the city, was received by the commanding general with apparent indifference. The hon. the corporation of this great commercial depot felt, as they ought to feel, the full weight of their importance. They proceeded with firm, cool and becoming dignity. At mid-day yesterday, the heat subsided, and the respectable and incensed throng upon the Battery dispersed-the contest having taken a favorable and pacific turn. The workmen employed were suddenly stopped just in time to prevent a painful struggle between the civil and military authorities-The general prudently gave way, and the honest and indignant feeling of the citizens prevailed. Thus, happily, in peace we are friends, and we have a well grounded hope that hereafter no event will occur to produce war between the soldier and the citizen. The executive is now to decide, and we fondly repose upon the anticipation.
