Street Commissioner Dunning deserves a crown and a palm—an earthly one.

We are to have "white wings" in this town.

It will be only after several months of industrious cleaning of the streets that the snowy uniforms will be in an immaculate condition more than during the first hours of the day.

The bicycle officer is an excellent idea, but unless he is a scorcher who can be in several places at once his life is likely to be a burden to him.

Nobody in Scranton has the remotest idea or intention of assisting in keeping the city clean.

Everybody scolds about the horrible streets, but all the time proceeds to tear up paper and sow it broadcast and throw fruit and litter in general wherever the careless hand may fling its contents.

The chaser will have many a lively race after wagons that scatter worse things than fine coal along the street.

The garbage man, the "fertilizer's", the stone quarry employee and every other driver of anything that can spill, fills his wagon with scripture measure and starts merrily forth, scattering his load along the way.

The other day a huge side-boarded wagon came out of the entrance of the City Hall, overflowing with stable refuse, which it left in ill-smelling heaps as it journeyed, not only in the street, but across the sidewalks, while several handsome officers stood on the same City Hall steps and never even turned up their noses, much less attempted to make the driver pause in his reprehensible career.

An ounce of prevention is worth a pound of cure.

If Mr. Dunning is successful in giving people some of the first principles of cleanliness, to educate them in the idea of not making a garbage dump of the streets, to howl thereafter because there isn't enough money to keep them clean, he ought to be mayor or anything he wants to be.
