Comptroller General Refuses to Issue Warrant to Jos Nettles.
Columbia, Nov. 18.--Comptroller General Jones has turned down the bill of Jos T. Nettles, who acted as attorney for the officers of the Confederate Home during the investigation of the institution last summer. The claim was passed on and approved by the Attorney General's office. The Comptroller General wrote Mr. Nettles as follows:
"I cannot issue warrant for payment of your bill which has been filed with me for professional services rendered the board in charge of the Confederate infirmary in representing them before the legislative committee to investigate the Confederate Veteran's Infirmary at the session of 1913.
There is no appropriation available for the payment of this bill. The appropriations for the infirmary was not intended to be used in paying a lawyer to represent the officers of infirmary while being investigated by the legislature, which made the appropriation for the maintenance of the Institution. I cannot, therefore, use this appropriation to pay your bill."
