adequate results. It is to secure the right proportions of justice and mercy in caring for these less fortunate ones that such organizations as the Federal and State Children's Bureau, Child Welfare Boards, and juvenile courts exist.

We can indeed be proud that we live in one of the greatest states of the greatest union of states-Minnesota, a state which believes in preserving and protecting its childhood from abuse and neglect, by erecting beautiful homes for the homeless; by providing free of charge highly trained specialists for its unfortunate children who are crippled in body or mind, or both; by calling to its children the devoted services of men and women scientifically trained in childhood's needs, and who willingly give their all for the better childhood of the world.

Respectfully submitted,

RHODA McCULLOUGH,

Judge of the juvenile court.
