France, England and Belgium.—The English papers notice a very significant change in the tone of Louis Napoleon's official organ, the Moniteur, upon the question of war with England. Louis Napoleon, according to the Moniteur, now thinks of nothing but peace and good will with all nations. This change of tone is attributed, by a portion of the British press, to a despatch sent by the Government of Great Britain to the French Government, to the effect that, in the event of a single French soldier entering the Belgian territory, the city of Antwerp, with its citadel and the forts on the Scheldt, would at once be occupied by an English army of 10,000 men. It has been, at the same time, announced that the English occupation would be accomplished with the express sanction and concurrence of all the great powers of Europe, including Russia.
