HALIFAX, March 5.—The steamship Arabia from Liverpool, with advices as late as the 22d ult. has arrived. Her political news is unimportant. The Polish question is the leading theme. It is reported that France has sent a message to Berlin, expressing great dissatisfaction with the intervention of Prussia. In a recent debate in the British House of Lords Earl Russell denounced the course of Russia. It is rumored that M. Fould has tendered his resignation to the French Ministry.

LATEST.—Liverpool, Feb. 22.—Politics unimportant. Cotton closed dull on Saturday, but the rates are unchanged. The sales reached two thousand bales, but the Australasian's news which arrived out on the 21st was not received until after business hours on the 22d. Breadstuffs dull. Provisions dull. Consols 94¼@92½.

The Paris Constitutionel says the intervention of Russia in the affairs of Poland has rendered it a European question.

After official hours yesterday cotton became excited and closed at from one to two pence higher.
