GENEVA, Nov. 30. - Another disarmament plan, patterned after that of France's proposal and based on national security, will be presented at the disarmament conference by Japan.
The keynote is the security of the Nippon empire, contending the disarmament problem should be approached from a geographic standpoint because of location. Japan will not, it was said, be a party to anything which will weaken or be a discredit to its naval power for defense or offense.
The spokesman evaded the issue of the five-five-three naval ratio pact.
